1. Describe briefly social and cultural aspects of current trends of IT. What are the different stages through which the current trend, method of IT planning process is undertaken? Elaborate with example from current strategy of Nepal government. 15
2. In UML (the Unified Modeling Language), the Class Diagram is used to describe the classes and the associations between classes, that make up the system. 10+5-15
a) You are involved in the development of an online queue management system within your Bank. Create a Class Diagram for your system and provide a list of the assumptions you are making (the system requirements). Your Class Diagram must include representative attributes and operations and it should demonstrate how associations are made between classes, noting in particular aggregation and generalization.
b) With the help of an example (in the context of the queue management system), discuss the relationship between the Class Diagram and the Object Sequence Diagram.
3. What are the advantages of using normalization in DBMS? Explain INF, 2NF and 3NF using an appropriate example. Explain the elements of Porter's 5 forces model. 3 + 7 + 5 = 15
4. Mention some important project selection methods and significance of business process engineering in software project management. Explain project monitoring and control cycle. 7+8-15
5. Illustrate with examples different types of Information Systems used by the Government agencies in Nepal. Also illustrate with examples the status of the implementation of computer networking and its associated issues in government offices. Take any government entity as an example and explain its database management system. 7 + 7 + 6 = 20
6. Government of Nepal has implemented PKI and digital signature has been rolled out as directed by the Electronic Transaction Act and Regulations. However, the widespread adoption of digital signature has become a challenge. Explain in details the reasons behind those challenges and suggest what structural, policy/legal and technological consideration has to be made to enhance as well as to enforce the widespread adoption of the existing system. 20

Draw a class diagram that consists of all the classes in your system, their attributes and operations, relationship between the classes and other model elements that you find appropriate. Discuss different software testing methods with examples. 12+8=20 6. Government of Nepal has implemented Enterprise Service Bus and Government portal to provide interoperability across the different e-Gov services as well as to provide a one-stop portal for providing all the e-services of government. However, the integration and interoperability has become a major challenge and thus, Government portal has not able to deliver the intended objectives. Lay down a comprehensive strategy for integrating major e-Gov services and for making government portal a success story by providing all e-services in one platform. While doing so, explain in detail the required enhancements on existing systems, major structural changes as well as necessary technological interventions. 20
